What does keys locked or not locked refer to?

When you do an HF Search on an Iclass card, it has a line for keys locked or not, what does this refer to? I'm assuming it means you can't change either the AA1 key or the transport keys, but I'm not sure. Can it be unlocked again?

Also, is there a breakdown of what the data in block 1 translates to?
